Demand for Primary Housing in Ukraine Sharply Increased at the End of Summer 2025

In Ukraine, a significant increase in demand for primary housing was recorded in August 2025, leading to a dynamic rise in prices for new constructions in most regions of the country.

Where Prices and Demand for New Constructions Are Rising

According to analysts’ estimates, 10 new residential complexes (13 sections) were put into operation in various regions of Ukraine during August. Kyiv, Lviv, and Khmelnytskyi regions each received two new constructions, while Rivne, Mykolaiv, Poltava, and Cherkasy regions received one each. The highest prices for primary housing are traditionally observed in Kyiv, where the average cost per square meter is $1,401.

The most affordable housing remains in the frontline regions, particularly in Sumy and Zaporizhzhia. However, even in these areas, prices are rising against the backdrop of increased demand: in Sumy, the average cost per square meter rose by 4% to $563, while in Zaporizhzhia, it increased by 20% to $614.

Increase in Demand and Mortgage Loans

In August, there was a sharp increase in demand for purchasing new apartments. The most noticeable growth in buyers was recorded in Sumy — up 62%, which is a record figure for the country. At the same time, demand in this region remains low due to its proximity to the front line and the border with the aggressor country. A consistently high interest in new constructions is observed in Kyiv and Lviv.

During the past week, Ukrainians secured 150 preferential mortgage loans totaling 292 million UAH. Of these, 102 loans were issued for the purchase of primary housing, with 23 properties still under construction. An additional 48 loans were directed towards purchasing housing in the secondary market.
