The Council of Europe Development Bank (CEB) has allocated a total of €300 million to Ukraine to support citizens who have lost their homes due to Russian aggression, as well as to provide housing and assistance to internally displaced persons (IDPs). This has been an important step in restoring the housing stock and enhancing social support in the face of wartime challenges.

Additional Funding for Compensation for Destroyed Housing
As part of the HOME project, Ukraine has received an additional loan of €100 million from the CEB. These funds will be directed towards compensation in the form of housing certificates under the “eRecovery” program, which allows certain categories of Ukrainians to purchase new housing to replace that which was destroyed as a result of the war. A €10 million grant from the European Union, provided through the Ukrainian Investment Platform, is also included in the funding.

According to the CEB, in the second half of 2024, a similar loan of €100 million has already enabled support for approximately 3,000 Ukrainian families. Overall, since the full-scale war began in Ukraine, over 300,000 residential properties have been damaged or completely destroyed.
Support for Internally Displaced Persons
An additional €200 million in loan funds from the CEB will be directed towards providing housing and basic social support for 1.2 million IDPs across Ukraine. As of July 2025, approximately 4.6 million internally displaced persons are registered in the country, who are in urgent need of assistance and new opportunities to rebuild their lives.
