Civilian Ukrainians Will Have Captivity Counted Towards Insurance Record

According to information from the Ministry of Social Policy of Ukraine, civilian citizens who were in captivity will have this period counted towards their insurance record. This decision is an important step in protecting the rights of Ukrainians who have become victims of Russian aggression.

It is noted that since the beginning of the war, a significant number of both military and civilian individuals have been captured. Some of them spent several months in captivity, while others spent years. This negatively affected their ability to accumulate insurance record, which in turn could significantly reduce their pension amount and complicate their eligibility for it.

New Legislation on the Unified Social Contribution

The Ministry has developed a draft law that addresses these issues, which has already been passed by the Verkhovna Rada of Ukraine and signed by the President. The adopted law aims to regulate the payment of the unified social contribution (USC) for civilian Ukrainians who are in captivity.

According to the new rules, the Pension Fund of Ukraine will act as the payer of the USC for captured civilian Ukrainians. The payment of the contribution will begin from the moment of deprivation of personal freedom and will continue for six months after the person’s release.

Pension Payments to Captives

Thanks to the new provision of the legislation, the period spent in Russian captivity will be counted towards the insurance record. Thus, Ukrainians who have been released from captivity will be able to rely on the pension they have earned, regardless of the time spent in captivity.

“This decision is an important step in ensuring the social rights of Ukrainians who have experienced captivity,” emphasized the Ministry of Social Policy.

Additionally, the Ministry of Defense is working on a new mechanism for the rotation of servicemen, which will allow fighters to receive several months of rest after 90 days of continuous participation in combat operations.
