In 2025, China received 22 shipments of liquefied natural gas (LNG) from two Russian export projects that are under sanctions from the United States and the European Union. This data is provided by analytical companies Kpler and LSEG, which track maritime transport.

According to the information, only one LNG shipment was dispatched from the Portovaya project, while the remaining 21 shipments came from Arctic LNG 2. Western sanctions on these facilities were imposed to reduce Russia’s financial inflows following its full-scale invasion of Ukraine.
Involvement of Chinese Companies and Logistics
It is noteworthy that China’s state corporations — China National Petroleum Corp and China National Offshore Oil Corporation — each hold a 10% stake in the Arctic LNG 2 project. This underscores China’s interest in energy projects of the Russian Federation, despite the ongoing Western restrictions.
All LNG unloadings were delivered to the Beihai terminal, located in the southwestern region of Guangxi. The operator of this terminal, PipeChina, did not comment on the situation, as inquiries from journalists coincided with a national holiday in China.
Sanctions against these projects were imposed by the West to limit Moscow’s revenues following Russia’s full-scale invasion of Ukraine.
