Russia’s revenues from oil exports in November and December 2025 dropped to the lowest level since the beginning of the full-scale war against Ukraine. This was reported by the President of Ukraine’s Commissioner for Sanctions Policy, Vladislav Vasyuk.

Reasons for the Record Decline in Russia’s Oil Revenues

According to Vasyuk, in November, the Russian Federation earned 11 billion dollars from oil sales, and in December — only 10 billion dollars. This marked the lowest monthly revenue from oil exports since the start of Russia’s large-scale invasion.

“In November and December 2025, Russia earned 11 and 10 billion dollars (USD – ed.) monthly from oil exports. This is the lowest amount since the beginning of the full-scale invasion,” Vasyuk stated.

Impact of Sanctions and Future Prospects

Vladislav Vasyuk emphasized that previously, the Russian Federation had not received less than 13 billion dollars per month from oil sales, indicating the effectiveness of the sanctions measures. However, even 10 billion dollars per month remains a significant amount, which is why Ukraine, together with international partners, is working on further strengthening sanctions to continue reducing Russia’s revenues from energy resources. According to Vasyuk, there are already promising developments regarding new sanctions measures that could be implemented by the U.S. and other allies in the near future.
