Berlin Introduces New Registration Procedure for Ukrainians Starting December 1

Starting December 1, new primary registration rules will come into effect in Berlin for Ukrainian citizens who have just arrived in the German capital and need to process documents and temporary accommodation. The updated procedure covers all stages of the registration process, from the initial inquiry to receiving social assistance.

First Stage: Registration at Ankunftszentrum

The initial point for every Ukrainian arriving in Berlin is the Ankunftszentrum, located at Oranienburger Str. 285 (Haus 22, Info-Point). Here, Ukrainian citizens receive their first consultation and the necessary documents required for further procedures. An important restriction applies at the center: visitors with pets are not allowed. The same rule applies to temporary shelters LAF — families with pets must arrange for their care at their own expense.

The Ankunftszentrum can also provide short-term accommodation, conduct infectious disease screening, and perform basic medical examinations.

Further Steps: Center in Tegel and Social Support

After the initial stage, all applicants are directed to the center in Tegel, where full registration takes place, security interviews are conducted, and allocation to temporary housing is arranged. The main innovation is that starting December 1, visits to the center in Tegel can only be made by appointment on weekdays from 8:00 AM. You can reach Tegel via a special shuttle bus that departs from the Ankunftszentrum.

“After processing, a person may be provided with a place in a hotel or shelter. Those in need of care will be assisted in applying for Pflege-Unterstützung support.”

After completing all stages at the Ankunftszentrum and Tegel, Ukrainians must independently apply for social assistance (through Sozialamt or Jobcenter) and submit an online application to LEA for a residence permit under § 24 AufenthG and to obtain a Fiktionsbescheinigung.
