In September 2025, the average salary in Ukraine amounted to 26,623 hryvnias, which is 2.7% higher compared to the previous month. This data was released by the State Statistics Service.

Information and Telecommunications Sector – Leader in Income Levels
The highest salaries were recorded among employees in the information and telecommunications sector, averaging 64,330 hryvnias. Meanwhile, the lowest salaries are found in the education sector, where the average salary is 16,901 hryvnias.

Regional Differences in Salaries
The level of salary varies significantly depending on the region. Traditionally, residents of the capital receive the highest salaries. In Kyiv, the average income is 40,111 hryvnias. In second place is the Luhansk region with an average of 32,952 hryvnias, while the Dnipropetrovsk region ranks third with an average salary of 27,416 hryvnias.
The lowest earnings were recorded in the Chernivtsi region at 18,841 hryvnias, as well as in the Kirovohrad region, where the average salary is 19,065 hryvnias.
Thus, despite the overall increase in the average salary, the gap between regions and sectors remains significant. Alongside the rise in incomes, the issue of wage arrears continues to be relevant.
