The average salary of employees in the central government bodies of Ukraine has increased by 19.3% since the beginning of 2025. In May, the average wage was 58.8 thousand UAH, while in January it was at the level of 49.3 thousand UAH.

Salary Ranking of Government Agencies
According to the Ministry of Finance, there are a total of 22,235 people working in central government bodies, but salary levels vary significantly depending on the agency. The highest average salaries are recorded at the National Commission for State Regulation in the Spheres of Energy and Public Utilities (NERC) — here, an employee earns an average of 114.1 thousand UAH per month.
In second place is the Commission for Regulation of Gambling and Lotteries (CRGL), where the average salary is 96.08 thousand UAH. The National Agency for Corruption Prevention (NACP) ranks third with a salary of 91.3 thousand UAH per month.
Agencies with the Lowest Salaries
At the same time, the lowest salaries are received by employees of several central bodies:
- State Agency of Forest Resources — 37.7 thousand UAH;
- State Service of Ukraine for Children — 37.4 thousand UAH;
- State Service for Medicines and Drug Control — 36.8 thousand UAH;
- National Mediation and Reconciliation Service — 32.4 thousand UAH.
“Only one in five unemployed people in Ukraine expects a salary of over 20 thousand UAH. At the same time, most are willing to work for less pay, but often not on a full-time basis.”
According to a study by Work.ua, the trend of increasing average salaries in the labor market has been ongoing for more than six months: the wage amount rises by approximately 500 UAH each month. As of May, the average salary in Ukraine reached 25,000 UAH.
