ARMA to announce a competition for the management of the Russian vessel Emmakris III in the port of Chornomorsk

The Asset Recovery and Management Agency (ARMA) plans to hold a competition to select a manager for the Russian bulk carrier Emmakris III, which was attempted to be illegally exported from the territory of Ukraine last year.

Preparation for the competition and updated management rules

In the near future, ARMA intends to announce an open competition for the selection of a manager for the vessel located in the waters of the Chornomorsk seaport. The transfer of the asset for management will be carried out in accordance with new standards introduced as part of the ongoing reform of the agency. The bulk carrier Emmakris III is intended for the transshipment and storage of dry cargo. Previously, it was owned by a company from the Russian Federation registered in Rostov-on-Don.

Asset valuation and documentation preparation

Currently, agency specialists are conducting an assessment of the vessel’s value, which is a mandatory procedure for determining the market price and preparing for the transfer of the asset to the new manager. Comprehensive preparation includes forming complete information about the asset, determining its characteristics, and developing competition documentation for conducting an open selection through the electronic system Prozorro.

“This involves forming complete information about the assets, determining their characteristics, and preparing competition documentation for conducting open competitions through the Prozorro system,” the message states.

It is expected that after the assessment is completed and the competition is announced, the vessel will be transferred for further effective management in accordance with the current legislation of Ukraine.
