A new mechanism for the distribution of pharmaceuticals in feldsher points has been implemented in Ukraine, significantly improving the supply of medications to residents of remote villages and settlements.

Changes in Licensing and Supply

The Ministry of Health has announced the cancellation of the requirement to use an outdated minimum list of medications that has been in effect in feldsher-midwife points (FAPs) since 2005. Now, the supply of medications to FAPs will be based on the actual needs of local communities rather than a formal list.

The requirement in the Licensing Conditions for dispensing medications according to the outdated minimum list, mandatory for FAPs since 2005, has been abolished.

Improved Interaction Between Pharmacies and Medical Institutions

Under the new procedure, pharmacies licensed for retail trade in medications can enter into contracts with healthcare facilities: feldsher-midwife points, rural or district hospitals, and outpatient clinics. Medical staff collect orders from community residents, and the pharmacy ensures prompt delivery of the necessary medications to the FAP. Subsequently, according to the terms of the contract, these medications are sold to local residents without additional barriers.

Currently, 755 contracts have been signed between pharmacies and feldsher points and FAPs, as well as 590 contracts with rural and district hospitals and outpatient clinics. Additionally, 49 medical points are already operating within this system.
