Automatic Extension of Subsidies: Who It Applies To
The right of households to receive subsidies for the non-heating season in 2026 was reviewed back in May. For most subsidy recipients, assistance will be reallocated without the need to submit additional applications or documents. The housing subsidy remains a non-repayable targeted state support for families unable to pay for housing and communal services on their own.
Who Needs to Submit a New Subsidy Application
Starting June 1, 2026, the following categories of citizens must submit a new application to the Pension Fund:
- tenants who pay for utilities on their own;
- households where the actual number of residents is less than the number of registered individuals;
- families that include internally displaced persons receiving subsidies not at their place of registration;
- citizens who were granted a subsidy of 0 hryvnias during the heating season.
“Without submitting a new application, payments for the next period may not be assigned to these citizens.”
Period of Assignment and Ways to Submit Documents
The subsidy for housing and communal services is calculated from the month of application and is valid until the end of the current calendar year. The non-heating season lasts from May 1 to September 30, while the heating season lasts from October 1 to April 30. The subsidy for purchasing liquefied gas, solid, and liquid household fuel is calculated separately for each calendar year.
Documents for subsidy assignment can be submitted in several ways:
- in person at the service center of the Pension Fund of Ukraine;
- by mail;
- through the web portal of electronic services of the Pension Fund;
- using the PFU mobile application;
- at centers for the provision of administrative services (CNAP);
- through authorized representatives of local government bodies;
- through the state services portal “Diia”.
Most Ukrainians will receive subsidies for the summer of 2026 automatically. However, it is recommended that tenants, internally displaced persons, and other specified categories of citizens do not delay in submitting a new application to avoid losing their right to state support.
