Which Ukrainian pensioners may lose their pensions from January 1, 2026

In Ukraine, the procedure for identifying pensioners is ongoing, allowing the state to update data on elderly citizens. This is an important measure that helps control the number of people receiving pension payments and ensures their legality.

Who is subject to mandatory identification

According to Cabinet of Ministers Resolution No. 299, the procedure for pension payments for several categories of citizens has been defined. In particular, the following individuals must undergo identification:

  • pensioners living in temporarily occupied territories or in areas where active hostilities have occurred or are ongoing;
  • citizens who have relocated to territories controlled by Ukraine;
  • individuals who have gone abroad as refugees, as well as those who have been outside Ukraine for more than 183 days a year and do not have a permanent or temporary residence permit.

At the same time, if a pensioner is abroad and receives a pension under international agreements between Ukraine and other countries, these requirements do not apply to them.

Consequences of failing to undergo identification

The document states that by December 31, 2025, pensioners who remain in occupied territories must undergo identification. The same rule applies to those who have gone abroad as refugees. If elderly Ukrainians do not take advantage of this opportunity or refuse the procedure, their pension payments will be suspended from January 1, 2026.

Several methods are provided for undergoing identification:

  • using an electronic digital signature through the Pension Fund of Ukraine portal in the “Diia” application — it is sufficient to log into your personal account;
  • via video call with Pension Fund employees, during which it is necessary to present identity documents.

Through these measures, the state plans to ensure the targeting of social payments and prevent cases of abuse in the pension system.
