The Volgograd Oil Refinery, owned by Lukoil, has completely halted oil processing following a large-scale drone attack and fire at the facility. The shutdown was a result of damage to critical equipment, including the primary oil distillation unit CDU-1.

Impact of the Shutdown on Russian Oil Refining
The CDU-1 unit processed approximately 18,600 tons of raw material per day, equivalent to about 140,000 barrels. The Volgograd refinery is one of Lukoil’s key facilities in southern Russia. Throughout 2024, the plant processed 13.5 million tons of oil, accounting for about 5% of the total processing volume at all oil refineries in Russia. The plant’s products include around 6 million tons of diesel fuel, 1.9 million tons of gasoline, and 700,000 tons of fuel oil.

Increased Attacks on Energy Facilities in Russia
The most intense fires were recorded in the area of the largest ELOU AVT-1 unit. Over the past month, attacks on the energy infrastructure of the Russian Federation have somewhat decreased due to discussions of potential peace initiatives; however, in recent days, activity has intensified again. Lukoil has not yet provided official comments regarding the situation with the shutdown of the refinery.
