In Ukraine, the pace of inflation is slowing — in June 2025, the annual inflation rate was 14.3%, down from 15.9% in May. Despite this, utility rates continue to rise.

Overall Increase in Rates Over the Year
From June 2024 to June 2025, the overall increase in utility services in Ukraine was 2.4%. However, the increase did not affect all categories of services. The most significant rise was in the management of apartment buildings, with rates increasing by 13% over the year.
“Over the year — from June 2024 to June 2025 — rates increased overall by 2.4%. However, not all services saw this increase. For instance, the cost of several other services remained at the previous level, while the management of apartment buildings rose by 13%.”
Additionally, the State Statistics Service notes an increase in rates for:
- garbage collection — by 9.3%;
- maintenance and repair of housing — by 3.7%;
- water supply — by 0.7%;
- sewerage — by 0.6%.
Services Whose Prices Remained Unchanged
Some utility services did not increase in price over the year. In particular, the rates for electricity, natural gas, as well as hot water and heating remain at the previous level.
Rate Dynamics in 2025
Since the beginning of 2025, the rates for managing apartment buildings have increased the most — by 10.3%. During this period, the following services also saw price increases:
- maintenance and repair of housing — by 2.7%;
- garbage collection — by 1.9%;
- water supply — by 0.7%;
- sewerage — by 0.6%.
Thus, while the overall inflation rate is decreasing, certain utility services are significantly increasing in price, directly impacting the expenses of Ukrainian households.
