Ukrainian Communities Gain Direct Access to Starlink Procurement for the Public Sector

In Ukraine, the process of acquiring Starlink satellite communication equipment and services for government structures has been significantly simplified. From now on, government authorities, municipal institutions, and local communities can officially purchase Starlink terminals and services through a domestic operator without complex legal procedures.

Official Sale of Starlink for Government Structures and Businesses

“Kyivstar” has obtained the right to officially sell Starlink solutions for the public sector and businesses. This allows purchases to be made in the Prozorro system in the usual manner and to pay for equipment and services from the state or local budget.

“The new mechanism allows ordering not only the terminals themselves but also a full package of services: connection, technical support, maintenance, and backup internet for critical facilities”.

Previously, the lack of an official supplier created significant difficulties for public procurement, delayed processes, or required additional approvals. Now, purchases will become more transparent, faster, and safer for budget institutions.

Providing Backup Internet for Critical Infrastructure

Starlink satellite internet is planned to be used as a backup communication channel in case of power outages, damage to telecommunications networks, during emergencies, or disruptions in ground internet service. Special emphasis is placed on ensuring stable internet access for hospitals, local government bodies, security services, and municipal enterprises.

The introduction of official Starlink sales for the public sector is seen as an important step towards strengthening the digital resilience of the state. In wartime conditions, satellite internet is a key element for the continuous operation of government services and critical infrastructure.

It is worth noting that Poland continues to finance the operation of Starlink in Ukraine, providing stable internet access for government institutions, hospitals, educational institutions, and strategic facilities. In the context of full-scale war, uninterrupted communication has become one of the fundamental factors for the functioning of a digital state.
