The Cabinet of Ministers has made a decision to update the functions of the State Labor Service of Ukraine. According to the new measures, the agency will focus on protecting labor rights, ensuring worker safety, and providing fair and transparent conditions in the labor market.

Key Changes in Employment and Inclusion
From now on, the State Labor Service will have broader powers regarding the employment support for people with disabilities and encouraging employers to create accessible workplaces. The agency will monitor employers’ compliance with the quota for the number of jobs for persons with disabilities and will also oversee the enforcement of employment legislation in this area. Additionally, the State Labor Service will assess compensation costs for reasonable accommodation measures and subsidies for such initiatives.
“The government has taken the first step towards updating the State Labor Service. We are eliminating unnecessary functions that duplicated the work of other bodies or have long lost their meaning. Instead, the State Labor Service will focus more on ensuring safety for people at work, upholding labor rights, and supporting fair rules in the labor market,” the statement reads.
New Directions for Control and Inspection
By Resolution No. 658 dated May 27, 2026, the State Labor Service has been granted additional functions in the field of chemical safety. The service will monitor compliance with hygiene standards and the effectiveness of measures to minimize risks associated with chemical products.
The State Labor Service has also gained the right to exercise state supervision over the implementation of insurance payment policies. This includes checking the activities of the executive directorate’s working bodies of the unemployment fund, as well as the territorial units of the Pension Fund regarding the appointment, calculation, and payment of benefits, compensations, provision of social services, and other types of material support.
Particular attention is being paid to expanding the agency’s powers in the area of subsoil use and mining operations. Inspectors will check the safety of work execution, subsoil protection, compliance with technologies for processing mineral resources, approve the liquidation or conservation of mining facilities, supervise the technical operation of deposits, and issue mining permits for mines and quarries.
According to the new rules, control over the compliance with the quota for jobs for the employment of persons with disabilities by employers will be strengthened in Ukraine.
