Ukraine Plans to Limit Scrap Metal Exports Due to Domestic Market Shortage

The Ministry of Economy of Ukraine is preparing to implement a zero quota on the export of scrap metal and to restore annual licensing for the export of this raw material abroad. These measures are prompted by a significant increase in exports and a shortage of scrap metal in the domestic market.

The agency emphasizes:

“Considering the current situation in domestic metallurgy, scrap metal is important for us here, inside”

. The zero quota on scrap metal exports may be temporary, lasting until December 31, 2025, until a systemic solution is found regarding the re-export of scrap metal that is transported from Ukraine through EU countries to Turkey and India.

Over the past two years, Ukraine has been actively increasing its scrap metal export volumes. In March 2025, 39,900 tons were exported, which is 57.8% more than in the previous month, while in February, 25,284 tons were exported (+61%). According to last year’s results, scrap collection enterprises in Ukraine increased exports by 60.7% compared to 2023, reaching 293,200 tons. The entire volume of scrap metal was supplied to EU countries.

In the association “Ukrmetallurgprom”, it is believed that the introduction of such restrictions last year could have additionally brought Ukraine ₴2 billion through the processing of the volume of scrap metal that was instead exported abroad.
