Ukraine Plans to Abolish the Duty-Free Limit of 150 Euros for International Packages

The Parliamentary Committee on Tax Policy has supported Bill No. 15112-1, which proposes the abolition of the current duty-free limit of 150 euros on international postal shipments. The document has already been submitted to the session hall of the Verkhovna Rada for consideration in the first reading.

“The initiative proposed by the deputies from ‘Servant of the People’ is currently supported only in its basic form. This means that it will be significantly revised before the second reading. Voting is expected on April 7”.

Purpose of the Changes and Expected Financial Impacts

According to MP Yaroslav Zheleznyak, the document is auxiliary in nature and is aimed at ensuring additional revenues to the state budget. Government estimates suggest that the new rules could generate up to 10 billion UAH annually.

Details of Future Regulation of International Purchases

The key innovations concern amendments to the Customs Code, which are being prepared within the framework of Bill No. 12360. This document has not yet been put to a vote, but it will determine the taxation procedure for international packages after the abolition of the duty-free limit.

It is worth noting that the abolition of the duty-free limit is one of Ukraine’s commitments to the International Monetary Fund. This is part of the package of conditions for further international financial support.

However, even if the relevant changes are adopted, the new rules will not take effect immediately. Their implementation is likely not to occur before 2027, as the necessary infrastructure for administering taxes on a large volume of international shipments is currently lacking.

As of today, Ukrainian citizens can receive packages from abroad with a total value of up to 150 euros without paying customs duties and VAT. The new bill effectively abolishes this provision for purchases from foreign online stores, which could significantly change the conditions of online shopping for consumers.
