The share of entrepreneurs who assess the investment climate in Ukraine as unfavorable is gradually decreasing. According to survey data, in 2025, 71% of business leaders consider the conditions for investment unfavorable, down from 79% in 2024 and 84% in 2023. Among those surveyed, 14% described the situation as extremely unfavorable, while in 2024, this figure was 20%.

Optimism about investments in 2026
Company executives shared their outlook for 2026: 29% expect an improvement in the investment climate, 44% do not anticipate significant changes, and 27% believe the situation may worsen. Despite the ongoing war, most businesses maintain interest in developing in the Ukrainian market.
Growing willingness to invest
In 2025, 72% of companies that are members of the European Business Association plan to continue investing in Ukraine. In comparison, this figure was 70% in 2024 and 57% in 2023. Additionally, the number of top managers who believe that new investors will benefit from entering the Ukrainian market has increased from 17% last year to 29% this year.
Among the main factors positively influencing the investment climate, company executives highlight the Euro-integration movement, preferential international trade regime, “transport visa-free” regime, deregulation, and digitalization of public services. At the same time, the main obstacles for investors remain the war, corruption, weakness of the judicial system, shortage of skilled labor, and attacks on Ukraine’s energy infrastructure.
