Ukraine and the EU to Develop Partnership in Technologies and Raw Materials for Industry

The European Union and Ukraine are currently facing serious challenges in industry, but the reasons for these difficulties vary. For EU countries, it is primarily the consequences of intensified global competition, high energy costs, and stringent regulatory pressure. At the same time, the Ukrainian industry is experiencing a downturn due to long-standing systemic issues and the devastating impact of the full-scale war.

Decline in Production and Recovery

In recent years, Ukraine’s manufacturing sector has suffered significant losses. From 2007 to 2022, the value added in this sector decreased from $20 billion to $6.7 billion. The decline became particularly acute after the onset of Russia’s large-scale aggression. Starting in 2023, the industry has shown signs of partial recovery; however, growth rates still remain far from pre-war levels.

The share of manufacturing in Ukraine’s GDP structure has also decreased: while it was 20% in 2007, it dropped to only 7.6% in 2022. In comparison, in 2021, before the full-scale war, this figure was 10.3%.

Prospects for Strategic Partnership

The shared challenges facing the industries of Ukraine and the EU create a foundation for deeper strategic cooperation. The European Union can become a source of investment and technology for Ukraine, aiding in the country’s reindustrialization. Ukraine, in turn, has significant potential in the extraction of critically important minerals and the development of green energy, allowing it to position itself as a key industrial hub for Europe.

At the same time, the common challenges faced by our country and the EU in industry create a basis for strategic partnership: Ukraine can become Europe’s industrial platform, while the EU can serve as an investor and technological partner for Ukrainian reindustrialization.

The integration of industrial capabilities between Ukraine and the EU paves the way for mutual strengthening of competitiveness and the formation of an economic model capable of withstanding the challenges of the global market.
