Ukraine and Switzerland Launch the Program ‘Competitiveness for the Recovery of Ukraine 2026-2030’

Ukraine and Switzerland have officially launched a new large-scale economic resilience program titled ‘Competitiveness for the Recovery of Ukraine 2026-2030’. The respective memorandum of understanding was signed by the parties on January 21 during the World Economic Forum in Davos.

Key Objectives and Areas of Cooperation

The memorandum was signed by the Minister of Economy, Environment, and Agriculture of Ukraine, Oleksiy Sobolev, and the Delegate of the Federal Council for Ukraine, Jacques Gerber, who represents the Swiss State Secretariat for Economic Affairs. The program aims to significantly enhance the competitiveness of Ukrainian small and medium-sized enterprises and facilitate their integration into European and global value chains.

“The cooperation between Ukraine and Switzerland under the new program will significantly enhance the competitiveness of Ukrainian small and medium-sized enterprises and their integration into European and global value chains. Among the priority areas are agribusiness and food processing, sustainable construction, woodworking, machine engineering, and IT,” noted Sobolev.

Program Priorities and Regional Involvement

The document outlines four main strategic directions for implementation:

  • Simplification of Business Conditions: improving the regulatory environment, digitizing public services, and reducing the regulatory burden on entrepreneurs.
  • Strengthening Institutions: supporting business associations and regional development agencies to facilitate the entry of small and medium-sized enterprises into new markets.
  • Modernization of Enterprises: providing technical assistance for the implementation of ‘green’ technologies, production automation, and compliance with EU standards.
  • Development of Human Capital: collaborating with the International Labour Organization to engage veterans, women, and internally displaced persons in economic activities.

The program will cover ten regions of Ukraine where Regional Development Agencies are already operational, as well as regions involved in other projects funded by the Swiss side. This approach will ensure balanced community development and the creation of new jobs locally. All program activities are fully aligned with national strategies and the Ukraine Facility plan.
