In the first five months of 2026, the revenue to the general fund of the state budget of Ukraine amounted to 1.36 trillion hryvnias. During this period, the country received 249.9 billion hryvnias in international grant assistance, which became one of the key sources of budget financing.

Structure of State Budget Revenues: Taxes, Fees, and International Assistance
According to operational data, the largest volumes of revenue were provided by taxes and mandatory payments, including:
- 68.6 billion UAH – corporate profit tax;
- 53.1 billion UAH – value-added tax on imported goods;
- 36.7 billion UAH – personal income tax and military levy;
- 23 billion UAH – excise tax;
- 20.6 billion UAH – VAT on goods produced in Ukraine (42.6 billion UAH collected, 22 billion UAH refunded);
- 6.5 billion UAH – dividends and share of net profit;
- 5 billion UAH – import and export duties;
- 2.7 billion UAH – rent payments for the use of subsoil resources.
In May 2026, the National Bank of Ukraine transferred 73.1 billion UAH of its profit to the state budget. Additionally, in April and May, 146.1 billion UAH of the NBU’s profit was directed to the budget.

Borrowing, Expenditures, and External Financing
In the period from January to May 2026, the general and special funds of the state budget received 1.8 trillion UAH in taxes, fees, and other payments. The cash expenditures of the budget during this period amounted to 2.25 trillion UAH, of which 1.8 billion UAH falls on the general fund.
Revenue from the unified social contribution to the pension and social insurance funds for the five months amounted to 301.7 billion UAH, with 63.6 billion UAH in May.
State borrowings to the general fund of the state budget reached 260.6 billion UAH, which is 36.1% of the planned volume. Of this amount, 68.2 billion UAH (about 1.6 billion USD) came from external sources:
- 65.56 billion UAH (1.1 billion SDR) – funds from the IMF;
- 2.03 billion UAH (46.7 million USD) – loan from the IBRD under the additional financing of the “Support for Recovery through Smart Fiscal Management” (SURGE) Program;
- 0.4 billion UAH (8.13 million USD) – loan from the IBRD for the project “Enhancing Access and Resilience of Education in Crisis in Ukraine” (LEARN);
- 0.26 billion UAH (5.95 million USD) – loan from the IBRD under the additional financing of the SURGE Program.
Payments for the repayment of state debt during this period amounted to 229 billion UAH (99% of the plan), while 143.8 billion UAH (92.7% of the plan) was directed to debt servicing.
Compared to the same period last year, the amount of revenue and the volume of international assistance continue to grow, which is an important factor for the stability of public finances in the current economic situation.
