The Ministry of Economy of Ukraine has announced that no significant changes in the parameters for determining critical enterprises are expected in the near future. This was stated by the Minister of Economy, Environment, and Agriculture Oleksiy Sobolev during a television broadcast.

Current Criteria and Their Review
According to Sobolev, the last review of the criteria took place at the beginning of 2025. Since then, a regular audit has been conducted to assess the relevance of the criteria to current challenges. The minister noted that the situation in the country is changing, and therefore the importance of enterprises is also being reassessed, but overall, no radical changes in approaches are anticipated in the near future.
“Usually, based on how criteria are added and constantly reviewed, we conduct regular audits. And now, more than a year has passed, and it’s time to look at all these criteria. The situation is changing, the importance of enterprises is changing. We do not expect any significant radical changes in the criteria,” Sobolev assured.
The minister clarified that the key areas for changes to the main criteria under which enterprises receive the status of critical importance have already been discussed. These mainly concern minor changes related to specific industries. Regional administrations and relevant ministries must assess whether specific companies meet the critical needs of the economy and the defense sector.
Salary Criteria and Specifics for Frontline Regions
Oleksiy Sobolev specifically noted that the greatest influence on the determination of critical enterprises comes from two criteria: the average salary level and the deferral for dual employment. As of now, the salary requirement is set at 2.5 minimum wages, which amounts to almost 26,000 hryvnias. According to the minister, this approach is acceptable for most businesses. He emphasized that during discussions with business representatives, an agreement was reached on the acceptability of this salary requirement level.
For enterprises operating in frontline areas, the criteria remain at 21,600 UAH, as the state takes into account the difficulties of doing business in these conditions. For other companies seeking the status of critical importance, updated criteria will be applied. The minister stressed that after consultations with businesses, he is confident in the acceptability of the new approaches for most companies.
Earlier, the Cabinet of Ministers made a decision to improve the system of reserving military conscripts for enterprises that have the status of critical importance. This is intended to contribute to a more balanced approach to meeting the defense and economic needs of the country.
