In 2026, Ukraine will implement a large-scale state support program for new projects in the field of renewable energy with a total capacity of up to 1 GW. The corresponding decision was approved by the government after updating the auction rules at the initiative of the Ministry of Energy.

Support for various areas of renewable energy
According to the plans, the largest share of state support will go to wind generation — 700 MW. In addition, support is planned for projects producing energy from biogas, biomass, and small hydropower with a total capacity of 150 MW. Solar generation will receive 50 MW of state support.
For the first time, a separate quota of 100 MW will be allocated for solar power plants that are combined with energy storage systems. This approach allows for the accumulation of electricity during surplus periods and its use during peak hours or in times of resource deficit.
“In 2026, the state will support new renewable energy projects with a total capacity of up to 1 GW. The government, at the initiative of the Ministry of Energy, has updated the auction rules, which include such a volume of support,” he noted.
Market premium mechanism and attracting investments
The support will be implemented through a market premium mechanism. The state will compensate the difference between the actual market price of electricity and the price determined based on the auction results. This approach is expected to stimulate the construction of new capacities, attract private investments, and develop energy infrastructure with an emphasis on the autonomy of regions, communities, and individual facilities.
In addition, the Cabinet of Ministers recently made a decision to hold a competition for the construction of over 1.3 GW of new generation capacities within the framework of resilience plans, indicating the strategic direction of the state towards the development of green energy and energy independence.
