The Cabinet of Ministers of Ukraine has updated the technical control procedures for freight vehicles engaged in international transport under ECMR permits. The new rules aim to simplify processes and reduce administrative pressure on the transport business.

Unified technical control procedure
From now on, companies engaged in international freight transport will not need to undergo separate inspections for the domestic and international markets. One technical control procedure will confirm the vehicle’s compliance with all standards and allow for the issuance of an ECMR certificate.

Competition among organizations and European standards
The changes stipulate that the right to issue certificates will be granted not only to individual accredited organizations but also to other companies that meet the established requirements. It is expected that this will improve the quality of services and make them more accessible to businesses.
The updated rules take into account European approaches to technical control: a classification of malfunctions has been introduced, unified standards for assessing the technical condition of vehicles, and mandatory recording of inspection results in the state database.
Previously, the duplication of inspections caused additional costs and delays in getting vehicles onto international routes. Now, businesses will be able to save time and money in preparing vehicles for international operations.
It is also noted that the government is implementing a European model of public procurement for long-distance passenger transport (PSO), which provides for compensation for the difference between the actual cost of transport and the tariffs available to citizens.
