The Cabinet of Ministers has begun work on preparing the National Housing Policy Strategy, which is to be completed within six months in accordance with current legislation. This was announced by the Deputy Prime Minister for the Reconstruction of Ukraine and Minister for Community and Territorial Development Oleksii Kuleba.

Strategic Priorities of Housing Policy
During a meeting of the Interagency Working Group, the main tasks of the future strategy were outlined. In particular, it involves creating a new model of housing policy that takes into account the consequences of the destruction of housing stock due to Russian aggression. Thousands of Ukrainians have been left homeless, so the government aims not only to rebuild destroyed houses but also to develop social and affordable housing, establish a civilized rental market, implement effective financial instruments, and create transparent rules for investors.
“The context is complex. As a result of Russian aggression, a significant part of the housing stock has been destroyed, and thousands of people have lost their homes. Our task is not only to rebuild but to create a new model of housing policy: the development of social and affordable housing, the formation of a civilized rental market, effective financial instruments, and clear rules for investors,” emphasized Kuleba.
Cooperation with International Partners and Next Steps
Oleksii Kuleba specifically noted the importance of cooperation with international partners, such as the European Union, the World Bank, and other organizations. Their experience and support contribute to the implementation of best global practices in the field of housing policy. The Deputy Prime Minister emphasized the need to involve all central government bodies in preparing the strategy and expressed hope for the support of the Verkhovna Rada in implementing the necessary legislative changes, particularly regarding the management of housing stock, social, and affordable housing.
The next step will be the detailed development of the strategy text and the creation of an implementation plan. Among additional initiatives is the inventory of unused state and municipal property in cooperation with the international organization Habitat for Humanity.
