The Cabinet of Ministers of Ukraine has adopted a resolution that changes the procedure for reserving military conscript employees for enterprises that are critically important in a state of war. This was announced by the Minister of Economy, Environment, and Agriculture of Ukraine, Oleksiy Sobolev, during a live broadcast of the national telethon.

“The changes concern enterprises, institutions, and organizations that are defined as critically important for the functioning of the economy in a state of war,” said Oleksiy Sobolev.
Increase in salary threshold for reserving
From now on, the maximum salary level for reserving military conscripts is raised to 26,000 hryvnias. At the same time, for employees in frontline areas, this requirement remains unchanged — no less than 21,600 hryvnias.
Updating the accounting of part-time workers and new criteria for criticality
According to the new rules, employees who have multiple jobs (part-time workers) and have already received a deferment from conscription will now be counted in the reservation quota only at their primary place of employment. Previously, such workers could be counted in several enterprises at once, even if they worked part-time. This provision will come into effect approximately in mid-June — 10 days after the resolution is published.
In addition, central and regional authorities are required to review and update the criteria for determining enterprises as critically important within a month. The new requirements must be agreed upon with the Ministry of Defense and the Ministry of Economy to ensure the uninterrupted operation of strategic facilities in a state of war.
It is worth noting that preparations are underway for new conditions of contract service for military personnel. The Ministry of Defense is working on implementing clear service terms, understandable contract rules, and a transparent deferment mechanism after the completion of service.
