Features of the ‘eOselya’ Program and Benefits for Participants
The program provides special conditions for military personnel, law enforcement officers, emergency service workers, teachers, doctors, and scientists — for them, a preferential mortgage rate of 3% per annum applies. Additionally, internally displaced persons and residents of frontline areas can also join the program, expanding access to affordable housing for the most vulnerable categories of citizens.
“Over 25 thousand Ukrainian families have purchased their own housing thanks to ‘eOselya’. Since the program’s inception, loans worth 45 billion UAH have already been issued.”
State Support and Results in 2026
Under the program, the state compensates 70% of the down payment on the mortgage and covers 70% of the monthly loan payments for the first year. Additionally, the state covers the costs of document processing — up to 40 thousand hryvnias per family. According to Prime Minister Yulia Svyrydenko, the government will continue to adapt the program’s conditions to modern challenges so that as many Ukrainians as possible can purchase their own housing.
Since the beginning of 2026, over 3 thousand families have already taken advantage of the ‘eOselya’ opportunities, receiving loans totaling over 6 billion hryvnias. The program has been in effect since October 2022 and is an integral part of the ‘Made in Ukraine’ policy aimed at stimulating domestic demand and supporting national production.
