The Cabinet of Ministers of Ukraine is developing a large-scale aid package called ‘Winter Support’, aimed at protecting citizens during the cold season. This was announced by Prime Minister Yulia Svyrydenko, who noted that priority areas and key components of this initiative have already been identified in a meeting with the President of Ukraine.

Existing Support Programs
The government plans to consolidate the existing aid programs. Among them are fixed prices for energy resources for the population, housing subsidies, support for homeowners’ associations to improve energy efficiency, and assistance for purchasing generators. A moratorium on power supply disconnections will be in place in frontline areas, and internally displaced persons will receive funds to purchase firewood.
New Government Initiatives for Winter
In addition to the existing measures, the government is preparing to launch new programs. Among the key innovations is a one-time cash payment for all citizens during the winter period, similar to the one that was implemented last winter. There will also be new financial assistance for individuals who have been most affected by the war or are in difficult life circumstances. This category includes internally displaced persons, citizens who lost their jobs due to hostilities, and low-income families.
As part of the ‘Winter Support’ package, another important initiative is a program for free travel across Ukraine provided by ‘Ukrzaliznytsia’ for distances up to 3,000 kilometers for each citizen. Additionally, individuals aged 40 and over will be able to undergo a comprehensive health check for free during the winter period.
“We are preparing a winter support package for Ukrainians. We have identified priority areas and components in a meeting with the President of Ukraine,” she stated.
