Prime Minister Yulia Svyrydenko held the eighth meeting of the coordination center and announced new government decisions aimed at increasing the resilience of regions to emergencies in the energy sector.

National Reserve of Autonomous Generation
During the meeting, reports were heard from the Zhytomyr, Vinnytsia, and Khmelnytskyi regions regarding the state of preparation for the upcoming heating season. According to Yulia Svyrydenko, the government approved the procedure for the formation and use of the national reserve of autonomous generation. This involves creating a decentralized stock of mobile power plants, cogeneration units, boiler houses, transformers, and other equipment to ensure critical infrastructure with electricity, heat, and water even in the event of prolonged outages or attacks on the energy system.

Funding for the creation of the reserve will be provided from state and local budgets, as well as through international support, which will allow covering the most important facilities in all regions of the country.
Simplification of Construction and Modernization of Facilities
Yulia Svyrydenko emphasized that the work on the construction, restoration, and modernization of gas infrastructure protection systems will be implemented on the principle of “design-build.” This allows construction to begin simultaneously with the development of project documentation — without prior urban planning documentation and permits. The necessary permits are issued after the completion of the work, which is a mandatory condition.
It is worth noting that from the end of 2023, a similar simplified mechanism is already being applied for the construction and placement of cogeneration units, generators, boiler houses, energy storage systems, gas storage facilities, extraction, gas transportation systems, and electrical networks.
In addition, recently, the First Deputy Prime Minister – Minister of Energy Denys Shmyhal held the fourth meeting with business representatives in the gas generation sector, during which further steps were discussed for a stable and clear operation of the energy sector.
