Significant Changes for Doctoral Candidates in Ukraine in 2025

The admission campaign has begun in Ukraine, and many students are planning to apply for doctoral programs. Deputy Minister of Education and Science Mykhailo Vynnytskyi announced during a briefing at the Media Center Ukraine that significant changes are expected for applicants.

A reduction in the number of budget-funded places for doctoral candidates is anticipated in 2025, from 7,000 to 5,000. Vynnytskyi noted that priority will be given to specialties in engineering and natural sciences. This decision is driven by the need to optimize the number of places, as the deputy minister pointed out that last year there was a significant rush, which was more related to deferrals than to a genuine desire to enroll.

Vynnytskyi predicts that in 2025 the situation will change, and there will be a place in doctoral programs for everyone who truly aspires to write dissertations, conduct research, and create innovations. He emphasized the importance of having an optimal number of budget-funded places so that doctoral programs are not misused.
