Shortage of Specialists in Ukraine: The Greatest Demand is for Boiler Operators and Teacher Assistants

In the first 11 months of 2025, employers in Ukraine submitted 426.7 thousand job requests to the Employment Service. At the same time, there were 337.6 thousand unemployed individuals registered. Among the most in-demand professions of the year were boiler operators, for whom there is a significant shortage of personnel.

Boiler Operator Vacancy: Acute Staff Shortage

As of the end of the year, employers submitted 11.3 thousand requests for boiler operators. However, the number of individuals seeking jobs in this field is only 8.4 thousand. Thus, even if all candidates were employed, there would still be a shortage of nearly 3 thousand specialists in the market.

“For example, let’s take the popular vacancy in 2025 – boiler operator. Employers requested such workers 11.3 thousand times, while the number of job seekers in this field is 8.4 individuals. Therefore, even if every client of the Employment Service matched a potential employer, the shortage of workers in this area would be nearly 3 thousand,” the report states.

To address the issue of staff shortages, the Employment Service offers free retraining for representatives of professions that are currently not in demand. This allows individuals to acquire sought-after skills and improve their chances of employment.

Difficulties in Filling Vacancies Requiring Higher Education

A noticeable shortage of personnel is also observed among specialists with higher education. In particular, for the position of teacher assistant, which requires a pedagogical education, nearly 3 thousand vacancies were submitted in 2025. At the same time, the number of candidates for these positions was only 1.3 thousand individuals. According to the agency, the retraining process for such specialists is quite lengthy and complicated.
