In Ukraine, the state program supporting internally displaced persons (IDPs) continues, which provides for the granting of subsidies for housing rent. However, not everyone can receive this assistance: there is a clear list of grounds on which the appointment or continuation of payments may be denied.

Main Conditions for Granting Subsidies and Grounds for Denial
The main requirement for receiving a subsidy is the mandatory presence of IDP status. If the applicant or members of their household do not have such status, assistance will be denied. Denial is also possible if a person:
- has moved from a non-occupied or combat zone;
- owns housing in a safe region with an area of more than 13.65 m² per person;
- owns undamaged housing, and there is no confirmation of this in the Register of Damaged Property, inspection act, or technical report;
- receives other assistance for living as an IDP.
Among other reasons for denial are the purchase of a vehicle newer than 5 years (exceptions: mopeds, trailers, motorcycles worth up to 39,364 UAH in 2025, as well as destroyed or stolen vehicles, transport for persons with disabilities, large families, and vehicles received for free).
A subsidy will not be granted if the applicant has made significant expenses exceeding 100,000 UAH: purchase of real estate, investments, currency or bank metals, expensive goods, contributions to the charter capital. Allowed expenses include: medical care, education, utilities, repairs of damaged housing, or purchase of housing/land in combat zones before their official inclusion in the list.
Among other grounds for terminating payments:
- expiration or termination of the rental agreement;
- non-payment of alimony for more than three months (exceptions: partial payment, collection from pension, arrest/ detention, except for crimes against the state);
- availability of housing outside the combat zone with an area of more than 13.65 m² per person or more than 35.22 m² per family without proven destruction;
- deposits or government bonds exceeding 100,000 UAH;
- purchase of currency or bank metals exceeding 100,000 UAH (exception: charitable assistance or expenses for treatment/education);
- the address of the rented housing matches the address for which compensation for IDP accommodation has already been received (assistance is only possible from the following month);
- rental of housing in dangerous regions;
- free use of housing;
- family ties between the landlord and the tenant.
Additional Grounds for Terminating Payments
Households with two or more able-bodied persons without income and payment of the unified social tax may receive a denial. To retain the subsidy, these individuals must:
- be officially employed;
- register as a sole proprietor;
- receive a grant or voucher for training;
- register with the employment center.
Upon fulfilling one of these conditions, the payment will be extended for another 6 months. There are exceptions for parents of children under 14 years old, caregivers of persons with disabilities, individuals aged 80 and older, full-time students, large families, persons with disabilities of the first and second groups or severe illnesses, as well as those raising children who study online.
Additionally, the subsidy may be canceled if the IDP family has not lived in the rented housing for more than a month or has not signed a notice of refusal of living assistance. If, at the time of applying for the subsidy, assistance for living is still being paid, a written refusal must be submitted within 14 working days after notifying the Pension Fund.
“If the above-mentioned measures are not taken before submitting the subsidy application or within two months from the date of the subsidy appointment, the payment will be terminated (it will actually last for 2 months),” specialists note.
