Poland is implementing a new procedure for submitting documents for the legalization of foreign nationals, including Ukrainians. Starting from April 27, applications for temporary and permanent residence, as well as for obtaining the status of long-term EU resident, will be accepted exclusively in electronic form through the special MOS portal.

Abandonment of Paper Applications and Important Deadlines
According to the updated rules, after the launch of the MOS portal, Poland will completely abandon the acceptance of paper applications for legalization. For those foreigners whose legal stay expires before April 27, 2026, it is recommended not to delay submitting documents. In such cases, a paper application should be submitted before the electronic system is launched.
“Individuals whose legal stay expires before April 27, 2026, or approximately within two weeks after this date, are advised not to delay submitting their application for a residence permit in Poland and to submit it as soon as possible in paper form,” the message states.
It is important that paper documents reach the relevant voivodeship office no later than April 26, 2026. It is emphasized that the key factor is the date the application is received by the institution, not the date it is sent by mail. Applications received after this deadline will not be considered.

The transition to electronic submission of documents is expected to simplify the legalization process for foreigners, particularly Ukrainians, who plan to stay in Poland legally. The new MOS portal will become a mandatory tool for everyone applying for a residence permit after the established date. At the same time, the office emphasizes the necessity of submitting paper applications for those whose legal stay is expiring soon.
