In the first quarter of 2026, there was a decline in passenger and freight transport volumes in Ukraine compared to the same period last year.

Decrease in passenger transport
According to official data, from January to March 2026, 478.5 million people used transport in Ukraine, which is 8.6% less than in the first quarter of 2025. The largest share of passenger traffic was provided by road transport — 235.4 million passengers, as well as trolleybus transport, which was used by 102.8 million people.
“From January to March 2026, 478.5 million people used public transport. This is -8.6% compared to January – March 2025,” the report states.
Trends in freight transport
Freight transport volumes also experienced a decrease — by 0.3% compared to the same period in 2025. In the three months of 2026, 76.1 million tons of cargo were transported in Ukraine. The majority of the cargo — 34.8 million tons — was transported by rail, while another 32.4 million tons were transported by road.
In addition, Ukrainian seaports handled over 21 million tons of cargo in the first quarter of 2026, achieving 98% of the plan.
