Only 6% of Ukrainian industrial enterprises are operating at full capacity

According to a survey conducted by the Institute of Economic Research, involving 465 industrial enterprises in Ukraine, the share of companies operating at full capacity has decreased to 6%. This is the lowest figure since June 2024, when it was 13%. At the same time, the number of enterprises utilizing 75-99% of their production capacities has increased — their share rose from 52% to 59%.

Vulnerability of export sectors and stability of the domestic market

Export-dependent sectors, such as metallurgy and woodworking, remain particularly sensitive to logistical and security risks. In contrast, industries focused on the domestic market, particularly the food industry, demonstrate a higher level of resilience to current challenges.

Uncertainty in forecasts and issues with orders

In October 2025, 43% of enterprises indicated that they cannot predict their activities for the next two years. In comparison, in July, this share was 31.4%. At the same time, there has been an increase in enterprises with orders for 12 months or more: from 7% in July to 10% in October.

Significant negative impacts on the operations of enterprises are caused by power supply disruptions. In October, these affected 19% of companies, the highest figure since the beginning of the year. For comparison, in September, this number was only 4%. On average, enterprises lost about 5% of working time due to such disruptions.

“However, the lack of workforce remains the biggest obstacle for businesses – 59% of respondents pointed this out, compared to 60% in September.”
