The Finnish telecommunications company Nokia has announced a massive investment of $4 billion to expand its manufacturing capabilities and research and development activities in the USA. This move is in partnership with the Trump administration and aims to modernize the network infrastructure for artificial intelligence.

According to the company’s statement, $3.5 billion will be allocated to internal research and development, with a particular focus on mobile networks, fixed access, IP, optical, and data center infrastructures. The main hub for this work will be Nokia Bell Labs in New Jersey. An additional $500 million is planned for production and innovation in the states of New Jersey, Texas, and Pennsylvania.

Strategy and industry context

The investment decision comes amid a rapid increase in interest in AI in the USA. Since the beginning of the year, major technology companies, including Anthropic, OpenAI, Oracle, SoftBank, Meta, and Apple, have announced multi-billion dollar projects to develop infrastructure for artificial intelligence.

“Nokia’s $4 billion investment is another victory for the Trump administration for America,” said Commerce Secretary Howard Latnik. “Their investments in manufacturing, packaging, and R&D for optical chips mean that the most innovative technologies for AI, data centers, and critically important national security applications will be developed and produced here in the USA.”

The company emphasizes that the goal is to take a leading position in a market where demand for network infrastructure is growing from clients in the fields of artificial intelligence and cloud technologies. Under the leadership of new CEO Justin Hotard, who took over the company in April, Nokia is actively optimizing operational processes, updating its management team, and expanding partnerships in the innovation sector.

Additionally, at the end of last month, Nvidia acquired $1 billion in Nokia shares as part of a strategic partnership for developing networks for AI.

Hotard specifically noted that these investments are intended to strengthen national infrastructure amid a growing influx of investments in artificial intelligence. According to him, the expanded investment program will enhance security, productivity, and prosperity through scalable connectivity optimized for AI needs, as well as stimulate further research in the field of networking technologies.
