Canada Implements Anti-Dumping Duties on Pipe Products from Mexico, the Philippines, Turkey, South Korea, and the USA

The Canada Border Services Agency (CBSA) has made a preliminary decision to impose temporary anti-dumping duties on certain types of pipe products (OCTG) imported from Mexico, the Philippines, Turkey, South Korea, and the USA.

Investigation Details and Duty Rates

The investigation began in August 2025 based on complaints from manufacturers who reported harmful dumping of imported products. Following a preliminary review, the Canadian agency determined an estimated dumping margin for exporters ranging from 5.3% to 148.4% depending on the country of origin and specific supplier.

For Tubos de Acero de Mexico, an anti-dumping duty of 26.2% has been set, for South Korea’s Hyundai Steel Pipe – 15.5%, and for the American Maverick Tube Corporation – 14.7%.

Duration of Duties and Additional Measures

The temporary duties will take effect from December 22, 2025, and will remain in place until the conclusion of the final investigation regarding the dumping of pipe products.

Previously, in November 2025, Canada had already announced additional protective measures to support national steel manufacturers in response to trade tensions and tariffs from the USA. Specifically, starting December 2025, a new tariff of 25% has been introduced on steel derivative products. Additionally, import restrictions on steel from countries without a free trade agreement with Canada have been implemented, and quotas for partner countries have been reduced.
