The Ukrainian government has adopted an important regulation that will significantly accelerate the process of building mobile communication base stations. This decision will allow operators to expand coverage in remote regions of the country and along highways.

Previously, obtaining permission to place base stations could take several years, but with the new changes, this process will be reduced to 25 days during martial law. As noted by the press service of the Ministry of Digital Transformation on their Telegram channel, one of the priority goals by 2030 is to ensure quality mobile communication for 98% of the population in all corners of the country. The ministry emphasizes that the adoption of this regulation is an important step towards achieving this goal.

The adoption of this regulation is another important step to ensure that every Ukrainian is always connected. Whether in the city, village, or on the road,” the statement reads.
According to the new terms, operators will receive permits for the placement of base stations on state and communal property within 15 working days instead of 6 months, and on state and communal land plots within 25 working days instead of 1.5 years. After obtaining permission, operators can immediately begin the installation of base stations.
Denis Pozdnyakov, advisor to the Minister of Digital Transformation on electronic communications, reported that in 2024, mobile operators built 3,400 base stations and provided 4G connectivity to more than 800 populated areas. He noted that mobile coverage is affected not only by military actions but also by geographical features, such as terrain, which can complicate signal transmission.
Additionally, in Ukraine, the increase in prices for tariff plans has been noticeable over the past year; however, experts believe that further significant increases in tariffs are unlikely.
