Ministry of Economy Reinstates Employee Booking Dependence on Average Salary

The Ministry of Economy, Environment, and Agriculture has reinstated the requirement for the level of average salary as one of the key criteria for determining enterprises that have the status of being important for the national economy.

Key Conditions for Obtaining the Status of a Critically Important Enterprise

According to order No. 3650 dated December 22, 2025, which was published on the official website of the ministry, to obtain the status of a critically important enterprise, a company must meet certain financial and organizational conditions. In particular, enterprises with a staff of at least 50 employees may apply for employee booking provided that the average salary for the last month is at least twice the national average for the previous tax year.

For companies with a workforce of 20 to 49 employees, a stricter requirement has been established: their average salary level must be at least three times higher than the average in Ukraine.

Other Changes in Defining the Status of Important Enterprises

The ministry emphasizes that similar criteria were already in effect in December 2024 but were temporarily suspended in September 2025. They have now decided to reinstate them in the current version of the order.

“Official data on the average salary for the entire year of 2025 (tax year) is not yet available. According to the State Statistics Service, in November 2025, the average salary was 27,167 UAH per month.”

In addition, the status of importance for the economy can now be granted to manufacturers of machinery and equipment that are included in the list of products with partial cost compensation from the state budget.

The order also strengthens security restrictions. Thus, enterprises will not be recognized as important if their ultimate beneficiaries are citizens or residents of Russia, Belarus, or countries on the FATF’s “blacklist,” except for individuals who legally reside permanently in Ukraine.
