According to estimates from the Accounting Chamber, the current system of humanitarian de-mining in Ukraine remains fragmented and unable to effectively respond to the large-scale landmine threat. Scope of the Problem and Impact on the Agricultural Sector

Contamination by explosive objects has rendered 9.85 million hectares of agricultural land in ten regions inaccessible for safe use. From 2022 to July 2025, only 7,750 hectares have been de-mined and returned to cultivation according to national standards — just 0.08% of the total area of contaminated land. An additional 403,000 hectares have been returned to farmers through a simplified process.

“At this rate, complete clearance of agricultural land will take approximately 83 years”.

Economic Losses and Prospects for the Compensation Program

Each year, due to land contamination by mines, Ukraine loses about 11 billion USD in gross domestic product, while the state budget misses out on over 1.1 billion USD in tax revenues. Approximately 6.4 million people live in potentially dangerous areas.

In the first year of the compensation program for humanitarian de-mining costs, 3,400 hectares of agricultural land were cleared. 80 contracts have already been signed for the clearance of an additional 14,400 hectares, and the program plans further expansion.
