In 2026, an increase in the minimum pension is planned in Ukraine. According to the updated forecast, this figure will rise from 2361 to 2595 UAH. At the same time, the maximum pension will increase by 2340 UAH; however, this limit still does not apply to judges or those who have successfully challenged the limit in court.

Pension Payments: Structure and Trends
It is important to emphasize that in Ukraine, the maximum pension amount is limited to ten subsistence minimums for individuals who have lost their ability to work. However, this limitation does not apply to judges, who receive significantly higher payments. For example, the average pension for a judge (lifetime monetary provision) is 109,311.8 UAH, which significantly exceeds the average figures for other categories of pensioners.
Raising the minimum pension to 2595 UAH does not compensate for the real needs of elderly people. The actual subsistence minimum for a pensioner currently stands at 7091.8 UAH, so even after the increase, many Ukrainians will remain in a difficult financial situation.
Details of Pension Payments and Comparisons
As of June 2025, the average old-age pension in Ukraine is 6.1 thousand UAH. However, this figure is not typical for most pensioners. Specifically, 3,623,145 individuals (35.3% of the total number of pensioners) receive less than 4 thousand UAH, while 5,724,553 individuals (55.8% of the total number of pensioners) receive up to 5 thousand UAH.
A separate category consists of those receiving pensions for years of service. Currently, there are about 521.7 thousand such Ukrainians. The average size of their pension is 12,486.1 UAH – this is several times higher than the average pension, but significantly lower than judges’ payments.
“Interestingly, just five years ago, in June 2020, the average pension in Ukraine was 3.4 thousand UAH, while the pension for years of service was at the level of 4.6 thousand UAH. This means that five years ago, the average pension for years of service was only 1.35 times higher than the average pension under general law.”
Compared to 2020, when the average pension was 3.4 thousand UAH and the pension for years of service was 4.6 thousand UAH, the gap between these amounts has significantly increased. In June 2025, the average pension for years of service exceeds the average pension by 1.94 times, although the current legislation regarding the determination of these payments has not changed.
