Deputy of the Khmelnytskyi District Council Kizlyar Oleksandr has become the leader among Ukrainian officials in terms of declared Bitcoin volume in 2026. He also holds the top position not only for the number of BTC but also for the volume of Ethereum.

Top 10 Bitcoin Holders Among Officials

According to the analysis of declarations, Bitcoin remains one of the most popular crypto-assets among public servants — it is mentioned in 967 declarations, second only to Ethereum and USDT. The total volume of declared BTC amounts to 376 BTC, which at the current exchange rate of $68,968 is equivalent to $26.3 million.

In first place in the ranking is Kizlyar Oleksandr, a deputy of the Khmelnytskyi District Council. Together with his wife, he declared 100 BTC and controls 1000 ETH. Additionally, Kizlyar owns 6.5 billion PEPE and 1500 SOL.

The third position in the ranking was secured by military officer Vyacheslav Shevchuk, whose declaration also lacks other cryptocurrencies.

Dynamics of Changes in the Ranking Over Recent Years

Annual analysis of declarations indicates Kizlyar’s stable leadership. In 2024, he already topped the ranking, while in 2023 he was in second place, falling behind Mykyta Kuzkevych, a deputy of the Odesa District Council.

It is worth noting that according to the 2024 declaration, Kuzkevych sold 33 BTC out of 121 BTC, after which he completely liquidated or transferred his crypto-assets. In the 2025 declaration, his cryptocurrency assets are no longer mentioned.
