The Cabinet of Ministers of Ukraine has proposed an increase in teachers’ salaries in the draft state budget for 2026. Educators’ wages will rise by 50% in two stages: by 30% starting January 1, 2026, and by another 20% from September 1. This year, teachers have already received a salary supplement: 1,000 hryvnias from January, which increased to 2,000 hryvnias in September. The average salary in Ukraine reached nearly 23,500 hryvnias in the first quarter of 2025, which is 24% higher than in the same period last year. Meanwhile, educators’ salaries increased by only 13% during this period.

Dynamics of Educators’ Salaries and Average Salary in the Country Since 2019
Analytics show that over the past six years, the average salary of pedagogical workers has increased, yet the gap with the average wage in the country has remained significant. Let’s take a closer look year by year:
- 2019: In the first quarter, teachers earned an average of 7,400 hryvnias, while the national average was 9,600. In the second quarter, educators’ salaries rose to 8,400 hryvnias, and the national average to 10,400. The third quarter saw a slight decrease — 8,100 compared to 10,700 on average across the economy. By the end of the year, teachers earned 8,600 hryvnias.
- 2020: In the first quarter, educators earned about 8,400 hryvnias, while the national average was 11,000. In the second and third quarters, educators’ salaries were 9,300 and 9,200, respectively, while the national average was 10,800 and 11,800. In the fourth quarter, teachers earned 10,200 hryvnias, and the national average was 12,800.
- 2021: In the first quarter, educators earned 10,800 hryvnias, in the second — 12,200, in the third — 11,600, and in the fourth — 12,700. The national average fluctuated between 12,800 and 15,300 hryvnias throughout the year.
- 2022: Educators’ salaries in the first three quarters were 11,400, 11,900, and 11,300 hryvnias, respectively. The national average was 14,600, 13,700, and 14,600. In the fourth quarter of 2022, teachers earned 13,400 hryvnias, while the national average was 16,500.
- 2023: The gap between salaries became even more pronounced. In the first quarter, educators earned 11,100 hryvnias, while the national average was 15,400. In the second quarter, educators earned 13,000, in the third — 12,200, and in the fourth — 13,500. The national average during these periods was 17,200, 17,900, and 19,200, respectively.
- 2024: In the first quarter, the average salary in the education sector was 12,600, and in the second quarter — 15,100. The national salary was 18,900 and 21,000 hryvnias. In the third quarter of last year, educators earned 14,200, while the national average was 21,900. In the fourth quarter, teachers’ salaries reached 16,500 hryvnias, while the national average was 24,200.
- 2025: In the first quarter, education workers earned an average of 14,300 hryvnias, while the average salary across the economy was 23,500 hryvnias.
Comparison of Salary Growth Rates
Despite the gradual increase in educators’ wages, their income lags behind the overall average salary in the country. This year, the growth of the average salary in Ukraine was 24%, while in the education sector, it was only 13%. Over six years, the gap between the average salaries of educators and workers in other sectors has persisted, although the government is taking measures to improve teachers’ financial situation.
