The Cabinet of Ministers has adopted a set of decisions aimed at creating more favorable conditions for the development of entrepreneurship in Ukraine. In particular, one of the key innovations will be the launch of an experimental project for digitalizing interactions between the government and businesses through the “Pulse” system, starting January 1, 2026.

New Digital Tools and Oversight in Business
Among the adopted decisions is the implementation of a Risk Management Module in the Integrated Automated State Supervision System. This will allow for the automatic identification of enterprises subject to planned inspection checks in 85 sectors. This is expected to optimize the oversight process and reduce administrative pressure on businesses.
Additionally, the government has strengthened control over compliance with localization requirements in public procurement funded by the state budget. This step is aimed at protecting the interests of Ukrainian producers and increasing the share of national products in state orders.
Financial Support and Simplification of Procedures for Enterprises
An important innovation is the expansion of the “Affordable Loans 5-7-9%” program to regions where active hostilities are ongoing. Enterprises in frontline areas that have received state support between 2022 and 2024 will have the opportunity to refinance their debts on favorable terms.
Furthermore, the government has simplified permitting procedures in the fishing industry, allowing entrepreneurs to obtain the necessary permits for their activities more quickly and easily.
Households will also now be able to receive state compensation for land demining services.
In the area of privatization, the government has made a decision to sell the state package of shares in the enterprise “Sumykhimprom.” The starting price for this package exceeds 1 billion hryvnias.
