The General Staff of the Armed Forces of Ukraine has implemented new mechanisms to facilitate the process of transferring servicemen between different military units. According to a statement from the command, transfers are now simpler thanks to electronic document management, which allows a recommendation letter about the serviceman to be sent directly from the unit they wish to join to their current service unit.

New Opportunities for Servicemen
This innovation ensures a faster review of requests: the commander of the military unit must promptly familiarize themselves with the recommendation letter, which helps reduce bureaucratic procedures and subjective factors in decision-making. Servicemen no longer need to approach lower-level commanders, which also decreases the number of approvals required from leaders of various units.

Special Categories of Servicemen and Transfer Statistics
First Deputy Military Ombudsman Ruslan Tsygankov noted in a comment that certain categories of servicemen have the right to transfer without the commander’s approval. In particular, this applies to those recognized by the military medical commission as “conditionally fit” for service. According to Tsygankov, about 80,000 servicemen have already used the digital service “Army+” to change their place of service.
It was previously reported that servicemen who left their unit without permission are reluctant to return to service due to the complicated procedure for selecting a new unit. The function for submitting a transfer request through the “Army+” app was introduced in November 2024. However, many servicemen note that commanders sometimes refuse to approve their transfer requests, which remains a relevant issue despite the digitization of the process.
