Law enforcement officials have uncovered an organized group of individuals suspected of misappropriating budget funds allocated by the Sievierodonetsk City Military Administration for the procurement of electronic warfare equipment for military units.

Scheme of Budget Misappropriation
According to the Office of the Prosecutor General, on April 17, four individuals were charged in a case concerning the embezzlement of state finances in the defense sector. The group consists of an individual entrepreneur, the director of a municipal enterprise, a lawyer, and the head of a commercial company.
“According to the investigation, the individual entrepreneur, the director of the municipal enterprise, the lawyer, and the head of the company organized the misappropriation of funds from the Sievierodonetsk City Military Administration. The scheme was based on forged letters allegedly from military units requesting the procurement of electronic warfare means,” the statement reads.
Using fictitious requests, the participants in the scheme initiated the allocation of funds by the city administration, which were then directed to the accounts of the municipal enterprise. This enterprise entered into contracts with controlled companies, although in reality, the equipment was neither procured nor supplied.
Mechanism of Fund Distribution and Qualification of the Case
To conceal their criminal activities, forged documents were prepared to create the appearance of real procurements. Funds were distributed among the participants of the scheme, and the damage caused to the state is estimated at 5.6 million UAH.
The criminal proceedings have been classified under an article that provides for liability for embezzlement of property. The names of the suspects are currently not disclosed, and their position regarding the charges is unknown. The Sievierodonetsk City Military Administration has not officially commented on the incident.
