EBRD and Ukraine Set Priorities for Energy System Recovery: Gas, Power Grids, Hydropower Plants

The First Deputy Prime Minister and Minister of Energy of Ukraine, Denys Shmyhal, held a working meeting with the First Vice President of the European Bank for Reconstruction and Development, Gregory Gait, which included representatives from key Ukrainian state energy companies.

Restoration of Energy Infrastructure After Attacks

During the negotiations, the parties thoroughly examined the current state of Ukraine’s energy system, particularly the consequences of the massive attack by Russia that occurred on February 3. As a result of the shelling, Kyiv and Kharkiv suffered significant damage, and the country lost a substantial portion of its electricity generation. The government is focusing its efforts on compensating for the electricity deficit through distributed generation and is actively supporting communities implementing such projects.

“The most challenging situation is in Kyiv and Kharkiv. Due to enemy shelling, Ukraine has lost a significant portion of its electricity generation. We are working to compensate for the deficit through distributed generation. We support communities that are implementing such projects,” noted the minister.

Cooperation with EBRD and New Financial Instruments

According to Denys Shmyhal, Ukraine’s cooperation with the EBRD in the energy sector encompasses 13 joint projects. The main efforts are focused on supporting gas production, restoring electricity networks, modernizing hydropower plants, and enhancing nuclear safety. The parties also paid special attention to issues related to infrastructure protection and ensuring the necessary resources for its prompt restoration.

A particular emphasis was placed on the import of natural gas, which will help guarantee energy stability in the current and next winter period. Ukraine, together with international partners, is preparing to sign new projects in the public energy sector. In particular, it is planned to attract a loan of 90 million euros for the company “Ukrenergo” and to make a decision regarding the temporary redistribution of 160 million euros for the purchase of natural gas.
