Discount on Utilities for War Children in Ukraine

and whose income does not exceed 4,240 UAH per person will be able to receive a 25% discount on utility payments. To do this, it is necessary to contact the Pension Fund with a package of documents confirming the right to the benefit. According to Law No. 2195-IV

“On Social Protection of War Children”

, the state continues to support socially vulnerable groups of the population, among which are

“war children”

– individuals who were under 18 years of age at the end of World War II (September 2, 1945).

Who Can Receive the Benefit?

The law defines a

“war child”

as a citizen of Ukraine who was born on or before September 2, 1945, and was under 18 years old at that time. Thus, in 2025, the status of

“war child”

applies to Ukrainians aged 78 and older. The benefit applies to all utility services, including water supply, electricity, and gas. However, it is important to note that the discount is granted only to one person – the

“war child”

– and does not take into account other family members, even if they live together and share expenses.

Conditions for Applying for the Benefit

In addition to the status of

“war child”

, one must also meet another criterion – the average monthly income per person in the family must not exceed the limit for granting a tax social benefit. In 2025, this threshold is set at 4,240 UAH per person for the last 6 months. Among the incomes considered are:

  • pension;
  • salary;
  • scholarship;
  • income from entrepreneurial activity;
  • unemployment benefits;
  • social payments;
  • other official sources of income.

To take advantage of the discount, one must contact the local Pension Fund of Ukraine and provide a specific list of documents:

  1. an application for entering information into the Unified Register of Persons Entitled to Benefits;
  2. an application for granting benefits for utility payments;
  3. a copy of the passport and identification code;
  4. a copy of the employment record book;
  5. a certificate of income for the last 6 months;
  6. a declaration of the income of the beneficiary’s family;
  7. if necessary – a certificate from the tax office (if there was no income).

After verifying the data and confirming the right to the benefit, the discount is granted for one year with the possibility of further renewal.
