US Delegation Familiarizes Itself with the Consequences of Russian Attacks on Ukrenergo Substations

In March 2026, representatives of the US Government’s Commission on Security and Cooperation in Europe, led by Senior Political Advisor Shannon Simrell, visited Ukraine to assess the extent of damage to the energy infrastructure caused by Russian attacks. As part of the visit, the delegation toured one of Ukrenergo’s high-voltage substations, which has been repeatedly targeted by enemy shelling.

US Assistance for the Restoration of Ukraine’s Energy Sector

Since the onset of the full-scale war, the United States has provided $133 million in assistance to Ukrenergo. This amount includes high-voltage equipment already delivered, IT equipment, specialized transport, as well as contracted supplies that are currently being unloaded. In addition to material support, the US has funded logistical services to ensure the stable operation of the energy system.

“The assessment of the damage inflicted on Ukraine’s energy infrastructure by Russian attacks, the effectiveness of the high-voltage equipment already provided by donors, and the facilitation of further restoration of the electricity transmission system facilities in Ukraine were central topics of discussion during the visit to Ukrenergo by the delegation of the US Government’s Commission on Security and Cooperation in Europe, led by Senior Political Advisor Shannon Simrell. The guests visited one of the high-voltage substations that has been repeatedly attacked by the enemy.”

New Cooperation Program and Recovery Prospects

Within the framework of the new initiative Securing Power, Advancing Resilience & Connectivity Activity (SPARC), contracts have already been signed for the production and supply of key equipment for the Ukrainian energy system. This includes circuit breakers, disconnectors, and transformers of various types and voltage classes, which are expected to enhance the network’s resilience to future threats.

An important aspect of support is not only the transfer of modern equipment but also the development of IT infrastructure and the renewal of the specialized transport fleet, enabling rapid response to new challenges.

Additionally, a recent meeting took place between the leadership of Naftogaz of Ukraine and representatives of the US Department of the Treasury and the US International Development Finance Corporation (DFC), with the participation of Acting US Chargé d’Affaires Julie S. Davis. During the negotiations, issues regarding further support for Ukraine’s critical infrastructure were discussed.
